01

Where I come from

I grew up in Bavaria, trained as a building materials tester and construction technician, and spent nineteen years running a geotechnical institute in Germany. I also built up my own expert office for building damage and property valuation. In that time more than 14,000 projects passed through my office, among them over 1,000 soil investigations and more than 250 property expert reports for banks, courts and investors.

02

Why Dubai, why True Line

Since 2025 I have lived in Dubai with my family. In 2026 I founded True Line Property Observer, because something was missing here: an independent expert who assesses a property on technical grounds and earns nothing from anything other than the assessment itself.

03

What you can expect from me

Not a tick on a list, but a finding: what was observed, where it comes from, how serious it is and what needs to be done. My reports are written in English, with a German reading version at no extra cost. They are structured so you can follow every step and are signed by me personally. Other languages are available on request. I live here, so I can be on site at short notice when damage is acute.

04

More than thirty years in construction

My path into this profession did not start at a desk. I trained as a building materials tester and then qualified as a state certified construction technician. I learned to examine building materials and soil in the laboratory and on site long before I wrote assessments about them. In total I have worked in construction technology and quality assurance for more than thirty years.

For nineteen years I headed a geotechnical institute in Germany. More than 1,000 soil investigations came out of that work: how the ground beneath a building behaves, how it carries loads, how water moves through it. Alongside it, I built up my own expert office for building damage and property valuation.

My clients were banks, insurers, public authorities, companies and investors. More than 250 property expert reports went to banks, courts and investors. Reports of that kind are read by people whose job is to find the weak point. A bank wants to know whether a property can carry a loan, a court wants to know whether a statement holds. That trains one discipline above all: every statement must be traceable to an observation or a measurement.

What that background means for a property in Dubai

Dubai is a demanding environment for buildings. Intense sun, high surface temperatures, air conditioning running almost all year and occasional heavy rain put components and their junctions under a strain that a viewing on a dry day does not show. Sealants and joint materials age, material properties change, adjoining components move against each other. A new building also faces its first summer as a test: many components meet the full heat for the first time, and wherever movement joints, material transitions or junctions were not properly considered, cracks or detachment can follow.

My background helps in three ways. From geotechnics I know that water which stands at a building again and again affects waterproofing, plinths and façades, and under unfavourable conditions even the foundation zone, although that is not the rule. As a materials tester I know how materials react to heat, moisture and movement, and why the condition of a joint cannot be read from its age alone. And from damage assessment I know that visible damage rarely sits where its cause is.

06

How I work on site

Before I measure, I listen. Residents know when a stain appears, whether a smell comes and goes, whether a crack has grown. Then I look at where the symptoms are, and where they are not. Only then do the instruments come in, chosen for the question at hand and not to fill a report.

I work with high quality measuring equipment, partly from Germany, and I make sure it is used correctly: the probe at the right angle, the reading in the right place, the measurement at the right time. Where it helps, I measure again later to see whether something is still changing.

I plan every instruction myself and carry out the final check of every report personally. My reports distinguish between causes that are proven, assumptions that are reasoned and uncertainties that remain, and they say what would still be needed to clarify an open point. Not every cause of damage can be established beyond doubt. When that is the case, I say so.

07

My certifications, in plain words

In Germany, accredited bodies certify a person, not a company. The examination is taken, repeated and must be maintained. I bring five of these personal certifications to Dubai, complemented by an international inspection certification.

  • DEKRA certified, expert for structural damage. The core of my work: establishing the causes of cracks, moisture, leaks and other damage to buildings.
  • DEKRA certified, property valuation, level D1. A qualification from my German practice. True Line does not carry out valuations in the UAE.
  • Sprengnetter certified, market and mortgage lending valuation, ISO/IEC 17024. Certified under the international standard for the certification of persons. Here, too, a qualification, not a service in the UAE.
  • Certified to ISO/IEC 17024, environmental construction supervision. A personal certification for the environmental side of building projects.
  • Chamber of Commerce certified, property valuation. Examined by the German Chamber of Industry and Commerce (IHK).
  • InterNACHI certified, Certified Professional Inspector, CPI. My inspections follow the InterNACHI Standards of Practice and Code of Ethics.

Licensed in Dubai

True Line Property Observer L.L.C. is licensed for the activity Property Observer by the Department of Economy and Tourism in Dubai and registered with the Real Estate Regulatory Agency of the Dubai Land Department under number 63024. It is a single owner limited liability company, and I am its founder and managing director.

09

Reports in your language

I write my reports in English, as a signed PDF. A German reading version is included at no extra cost. Other languages are possible on request.

For German speakers this matters in a particular way. The first conversation, the inspection and the report can be entirely in German, even while you are still in Germany, Austria or Switzerland. The report follows the structure you know from Germany: instruction, method, findings, assessment, recommendation. If you are buying from abroad, I accompany you by video call and with a written report.

10

Living here, working here

I live in Dubai with my family. For you that has a practical side: no travel costs, no waiting for a flight, and when water comes through a ceiling or a crack keeps growing, I can be on site at short notice. In such cases the order of steps decides the outcome. First establish the cause, then remediate. Reverse that order and you usually pay for the remediation twice.

What you can expect from me is calm, factual work. In the first conversation, which is free of charge, I tell you honestly whether an inspection is worthwhile in your case. After the report I walk you through it for as long as it takes, and after rectification works I can check, on request, whether they actually worked. You deal with one person throughout: the one who inspected your property and wrote the report.
