Independence

I earn from the finding, not from the repair.

If the damage turns out to be expensive, my fee does not grow with it. That is not a slogan, it is the core of the business model.

01

Why you can trust a finding

Anyone who sells, finances or repairs a property and inspects it at the same time always has a second interest in the room. I have deliberately removed that second interest.

02

Execution experience, kept separate

I also run an execution company, True Novaleix Technical Services L.L.C. That carries a technical advantage for you: I know what a waterproofing detail actually withstands through a Dubai summer, how a rectification is carried out on site, and which remediation proposal simply cannot be delivered in the real world. A recommendation that reads well on paper and fails in execution is of no use to you.

The two companies are kept separate: their own licence, their own premises, their own accounts. An inspection does not generate an order. My recommendation names the necessary measure, not the contractor. And if you expressly choose True Novaleix, I do not carry out the acceptance inspection, because an inspector does not inspect his own site.

03

Four fixed rules between the two companies

  • Separate companies with their own licence, premises, accounts, website and brand. Each names the other openly.
  • No order, no recommendation, no referral and no handing on of your contact details arises from a True Line inspection.
  • No inspector inspects his own site: no acceptance, quality control or second opinion by True Line on work carried out by True Novaleix. True Novaleix Technical Services L.L.C. does not offer execution work on a property for which True Line Property Observer L.L.C. has prepared an expert report. This keeps independent assessment and execution clearly apart, especially with regard to possible disputes and conflicts of interest. After a pure snagging inspection, True Novaleix can still carry out the corresponding work.
  • No commission in either direction, no success fee, no share in the value of remedial works.

04

What True Line does not do

  • No valuations for properties in the UAE. No market or mortgage lending valuations, no statements of value for individual assets.
  • No construction or remediation work. True Line observes, documents, assesses and recommends.
  • No brokerage, no agency work, no commission from transactions.
  • No success fee and no share in the value of remedial works.

05

Why independence matters to you as a buyer

When you buy a property in Dubai, almost everyone around the transaction has a legitimate interest of their own. The seller wants to sell, the agent earns a commission, the contractor would like the larger job. None of that is wrong. But it does not belong in the inspection. An assessment from a provider who brokers, finances and inspects from one hand can be honest, yet you can never be certain which interest wrote a particular sentence.

With True Line that question does not arise. The fee is agreed in advance and is independent of the result. The technical assessment rests on its own instruction, and the scope and the client are stated in the report. Independence is not a promise I make at the start. It is part of how I work, from the first conversation to the last line of the report.

06

Independent also means saying what remains open

An inspector who depends on the outcome is under pressure to deliver a convenient answer: the defect that justifies the repair, the clean bill that helps the sale. I have no such pressure. That is why my reports can say plainly when a cause cannot be established beyond doubt, for example because opening up a component was not approved. They distinguish between proven causes, reasoned assumptions and remaining uncertainties, and they name what would still be needed to clarify an open point.

For you this is worth more than a confident sentence without basis. You know what is certain, what is likely and where a further step makes sense before you spend money on remediation.

07

What I do not do

  • I do not sell or broker property and I have no ties to any agency.
  • I take no commission from other companies, neither from developers nor from agents nor from tradesmen.
  • I carry out no repairs or remediation. True Line observes, documents, assesses and recommends.
  • I give no legal advice. Where a finding has legal consequences, I recommend that you consult a lawyer.
  • I do not name a contractor in my recommendation, only the measure that is needed.

08

Expert report or snagging: where the line runs

True Novaleix Technical Services L.L.C. never carries out work on a property for which True Line Property Observer L.L.C. has prepared an expert report. An expert report often deals with a disputed cause, sometimes with a developer, landlord or insurer on the other side. Whoever assessed the cause must not then earn from removing it. That keeps assessment and execution clearly apart, especially if a dispute arises later.

Snagging is the exception. A pure snagging inspection records the condition at handover, without a disputed cause behind it. After such an inspection, True Novaleix may carry out the corresponding work if you choose so. What does not change: True Line never inspects work carried out by True Novaleix, neither as acceptance nor as quality control nor as second opinion.

09

I do not carry out the work, but I do not leave you alone with it

A finding is only useful if something follows from it. On request I help you obtain quotations from suitable companies, compare them technically and choose a contractor. I can also accompany the works with independent quality control. The decision stays with you, and I take no commission. True Novaleix is not involved in this process.

In practice I often act as the link between owner and contractor. I translate a finding into a clear scope of work, check whether a remediation proposal addresses the cause or only the symptom, and after the works I verify, on request, whether they actually worked.
